He worked on iOOTP, not the regular PC version of OOTP.
Also, I recall a post from one of the coders for FHM who said that, while the GUI was intentionally designed to look like OOTP's, it was in fact coded from the ground up and used little, if any, of OOTP's interface code.
ETA: Really, any savvy PC game buyer should not you do not buy a game immediately on release. There's guaranteed to be some amount of bugs in the product, the degree of which may range from mild but irritating to frequent and game-stopping. The savvy and cost-conscious PC game buyer knows to wait several months at least, for the game to be patched and for a sale to come along. About the only games you can buy on release are those for the game consoles, since those have standard hardware for which the games are developed (but even that doesn't stop bugs from being in the release).
