Reason I ask is because I really hope the result is option A as is option B isn't a total "relocation" but just more of a mass edit on a team in the database...

You should get Option A if you just change the team name. You might wind up getting Arizona through 2015 and Montana in 2016 if you move the team too early (I usually wait until around January 1 to move teams).
The expansion and relocation aren't quite the same thing - those are dynamic, meaning the game can and will expand and move teams all on its own. Personally, I don't like playing with league evolution turned on, as I find that the changes the game makes are not always realistic ("Wait, the Yankees moved to Reno?")
