You don't need two subleagues, you just need two divisions. My current fictional league is 28 teams in one league, north and south divisions and I still get an All-Star game scheduled. All-Star teams are selected by division, but the stat leaderboards for individual players will be combined for everybody in the league, ignoring divisions, which is what I wanted.
I'm not sure how this works if there is one league with 3 or more divisions... I'm guessing that will throw the game for a loop. But one league, two divisions is fine.
