I would start the Atlantic League at Rookie level PCM's then scale down to maybe even high school for the lesser talented Indy Leagues. This way most of the players created by those leagues will just be good minor league players with the occasional average Major league player coming out of those leagues. Guys undrafted from the major league draft pool, players that were cur and left over Int complex players along with aging vets should raise the talent level of the Indy leagues but the league itself shouldn't create that much talent.
