I'm guessing that the FA's are looking at money available in the game universe rather than the league itself. So, they look at all the money in the MLB and want a piece of it. If FA's aren't allowed to leave, they should just look at the money in the league they're in. If they are allowed to leave, then letting them "see" the MLB money makes sense.
