That message comes up when eSellerate's server is busy, but it's not going to be busy for that long. What's worked so far when this happens is manual activation. You can find the instructions for doing that here:

It's a bit involved, but seems to be effective in these situations. If that doesn't work, the next step would be submitting a
support ticket so we can investigate further - but manual activation will be one of the first things they want to try, so it's worth giving a shot first.
