You don't have to assign coaches to minor league teams, but you should. With coaching on and positions vacant, you are giving an advantage to the AI in that your players will not develop as well as teams with good coaches.

At best, you can hope for only average development (as if coaching were off altogether for everybody). At worst, your players don't develop at all because, with coaching on and your positions open, they are not getting the same positive influence to develop as other teams are getting.

And no, coaches don't get appointed automatically; only if you quit the team or go on vacation would open positions get filled.
