I don't think it's actual ratings either. One of my 13 leagues I ran with scouting turned off (and ostensibly the 'fog of war' removed) and the recommendations in the draft were still all over the map. I didn't do any hardcore analysis, but whatever algorithm that is used has some wiggle room... doesn't work with every pick, but many times if you push the "scout recommendation" button 10 times in a row, he'll spit out 2 or 3 different options... so it's not a chiseled in stone calculation. Best I can figure, different combinations of position and personality traits are involved. One draft, I had one of the worst bullpens in the league and 2-3 almost ML ready college closers were right there... and he'd spit out a 2.5 POT right fielder.
