Not sure if the storyline's working as designed or not, but I'm pretty sure that the GM of a minor-league team doesn't have fine/suspension authority over the players, that would come down from the big-league GM.
For that matter, a minor-league GM in reality doesn't even deal with player matters much. They are mostly concerned with filling the stadium. At least, that's what I've gathered while living in relatively close proximity to the Round Rock Express.
