Speaking strictly in terms of OOTP, It really depends.

Right now in my online league with the Duluth Danger, I have an overload of starting pitchers and I'm forced to operate under a 5-man rotation to avoid ticking my guys off for not meeting their expectations and to keep their stock-value up (it's a stats-only league). If I move one of them to the bullpen in stats only, their value for trades immediately drops because they don't have numbers as a starter to indicate if they are developing or digressing.
