This trend is continuing in different save games: Tampa Bay and Pittsburgh start off with complete rosters before eventually burying most of their team in their AHL affiliate and signing a lot of players to $525,000, 1-year deals.

The contract max isn't being respected. At the moment in one of the games, Pittsburgh has 115 players signed.
