No. The player has to be UP on that date.
At least he used to have to be, until Brian Cashman found the loophole. Now, as a practical matter, he just has to be on the 40 man roster on 8/31. There's a loophole that allows you to replace an injured player with anyone who was on the 40 man on 8/31. The only limit is a non P has to be replaced by a non P and a P has to be replaced by a P.
What Cashman was the 1st to realize was, all he needed was to have a single player be on the DL on 8/31 and still be out when the postseason started. Then, that player could be on the postseason roster, but then immediately replaced by anyone who was on the 40 man on 8/31. Once Cashman started to use that loophole, everyone has been doing it. So, now, as a practical matter, all a player has to do is in be on the 40 on 8/31.
The most prominent example of this loophole was the 2002 Angels. Steve Green pitched in only 1 game in his whole career, but played his role in helping the Angels win the 2002 World Series. Green was on the DL the entire season. Since he was in the majors on 8/31 (albeit on the DL), Green was eligible for, and placed on, the postseason roster. He was then immediately able to be replaced due to injury. The Angels replaced him with September callup Francisco Rodriguez and the rest is history.
Another prominent example was the Rays placing September callup David Price on the postseason roster in 2008.
OOTP doesn't allow that loophole.
