I run the "National Baseball League" which is the top league and then the "Canadian Professional Baseball League" which is similar to what you are saying. I normally make it ML or INT. It varies from a AAA to AA caliber team.
When I first started this I wanted it to be similar to the CFL and NFL but it doesn't quite work the same.
It works but what happens is that you will see your Canadian League "Stars" sign with a major league team and sent to their affiliate because he received a minor league contract. The AI players rather would play in 'A' essentially getting $0 over my Canadian league where they'd make up $300,000. Just like a football player would rather be on the practise squad for an NFL team then star in the CFL.
You don't get any stars from the major league but it is normal to get over the hill MLB career players (sometimes ex allstars) coming to your league for a year or two before they retire.
Again the most frustrating thing is that players leave for minor league contracts. To solve this I just had my MLB have one AAA league and no other leagues and in my mind say that they must get paid more...
I turn the generated players for my Canadian league way down where none of them make it and I get the overflow from the MLB and dev leagues...and the odd time you get a gem who becomes a star in your league and might go on to a decent career in the American league, which is cool.
Everytime I create a new game of OOTP I can't help myself and create the CPBL. Problem is with a lack of game enhancements over the last few versions it has not help me with this setup...but I've accepted that.
