Split the uprights - open up the Manual Voting for All-Stars module, ask the AI for suggestions so you don't have to select everybody yourself from scratch, and then add/remove players as you see fit. I think the default roster size when the AI selected was 28, but I've made it as large as 31 (haven't tried higher) and you could certainly cut it to 25 if you so desired.
