What is your scouting accuracy? It may be that your scout is simply overvaluing Harvey? Have you looked in the editor to see what his actual ratings are? Remember, his ratings are from preseason projections and I'm guessing he's exceeding those projections, so his actual ratings in the game may not be as high as you think they are (or think they should be).
