SPs are typically going 4 innings per start, and I set up a 6-man rotation to allow for a battle for that 5th slot. Players don't get rusty in OOTP by sitting on the bench. My understanding is that the only time rust comes into play is at the beginning of the year and when coming back from long injuries.
