If there was a prolonged difference of opinion one or the other would be gone. In most cases the field manager would go first but a GM who couldn't hire people who shared his vision would not last very long.

This issue was a major and completely unrealistic part of Football Manager. No organization could function where every decision was met with rote disagreement up and down the line. IRL people would be fired for cause as it is not unusual to include a team philosophy agreement in contacts as a job description.
