Player demands are affected by overall financial health of the league, not just spare cash.
If your league is rich and has lots of $$$, player demands will be higher. Not so much $$$, not so high demands.
As explained by Markus, FA demands work on supply and demand. If there's lots of supply ($$$), the demand will be high.
