You can't use iOOTP to participate in an online league as online leagues use "regular" OOTP, which isn't available on mobile platforms. That said, a large part of participating in online leagues is the online community associated with the league. That usually consists of a website and forum where online league info is posted and discussed. Those things are certainly accessible from mobile platforms. You would need a copy of OOTP on PC, Mac, or Linux to send in your team export for online leagues.
