The Continental League has had three .400 seasons. Yogi Seitzer did it in the first year of the league in '88, and Tim Long had a couple of .400 seasons in the 90s. The CBL is more-or-less on the same run context as modern MLB.

I do have several indy or foreign leagues in my universe with higher offensive levels where hitting .400 is not uncommon. And a Greenland Winter League where hitting as poorly as .400 gets you slotted in 8th or 9th in your team's lineup and probably sent to the reserve squad.
