What you really want is Strat-O-Matic for iOS. They have a computer version, and of course there is the boardgame, and there is a dumbed down online version, but SOM would be the way to go for sure. However, there is no SOM for a mobile device.
SOM uses historical results to reflect a players ability and their statistical average. A wonderful game, for sure.
