It has been topped a few times, there was some discussion in OOTP 13 here with two 23-game streaks, I then managed a 37-game streak that had a screenshot 36 games in here.

I've had a couple of 15-game streaks in my MLB league so far in OOTP14, not sure about by Historical League. I'll have to load it an look (the only way I can tell is via the Achievements, and hope my greatest one is the "Most Recent" Gold entry.
