IIRC the flags are in particular locations. They indicate where the shot was made. As far as I'm aware, the commentary text is just temporary. As with much of the text in the game (and the game itself), it is still under development.

As I mentioned in my previous post, the match screen is something that has been confirmed by the devs as being one screen in particular that will undergo a redesign. So don't take too much away from it right now.

The reason for there being no 2D has been mentioned before, but basically it is because it would take away too much man-power to develop. EHM had the benefit of expertise and source code from the Championship Manager 2D engine. OOTP don't have any stock code for any comparable 2D engine and would have to write it from scratch. I imagine there are additional coding challenges such as developing the sim engine to the point where it can simulate every second of play and the position of the puck and all players to a high degree of accuracy. You might remember that EHM 2005 just showed 2d snapshots of the players' positions on the ice (as opposed to the fluid 2d simulation in EHM 2007) - this was because the game's engine couldn't simulate every second of the game yet - and that was after nearly 3 year's development and the benefit of the CM engine. So it's really no small task.
