Why yes, if he had played for 8+ additional years WHILE being on teams that actually bulked up his W-L record, that would have made it much easier for him to get into the HOF.
Good players who are judged by team-dependent stats while playing on lousy teams are in a difficult position. It would be like RBIs being the single dominant (commonly used by the frozen cavemen sportswriters) gauge of the HOF-worthiness of hitters instead of AVG, HR, or H.
