For me, this depends on how well I am doing. Paradoxically, perhaps, if I am in contention, I don't move many guys up. Why disrupt what's working well?
If I am out of it, though, I will bring up more players that I want to take a look at. Same idea about the rotation; I might go to a six-man setup if the playoffs are out of the question. More likely, though, I will just sit the worst guy(s) down and put in the rookie(s) to see how it goes.
One thing to keep in mind is the payroll. If you are close to the budget or a cap, those minimum salary contracts can mount up and cause some grief.
