Since I don't work for OOTP, I can make the statement without delicately qualifying it with a 'could', as Marcus did. This is EXACTLY what is going on here.
Let's say that at 12:00:00 AM on March 30th all the scout reports are compiled based on all the data the scouts had as of 11:59:59 PM on March 29th.
At 12:01:00 all the scouting reports are received by all the teams with all the numeric ratings and star ratings that were appropriate at 11:59:59 PM on March 29th. These reports can be seen in the scouting report page of each player until the next scouting routine is executed as it was when it was mailed at 12:00:00 and as it was when it was received at 12:01:00.
At 12:01:01 AM March 30 all of the AI teams review the scouting reports of their players. At 12:01:02 am, ALL of the AI teams make roster moves based on the new scouting evaluations.
These roster moves create a new population of league players which alters the star ratings of your players.
Since it takes you longer than 2 seconds to be notified of the arrival of the new scouting report, open it, and compare the profile page to the scouting page, you see different star ratings at 12:02:00
In the display posted by the OP, the AI teams, in the aggregate, promoted starting pitchers with greater potential, but lesser current skills than Jacob Turner which resulted in the "improvement" in his current star rating and "decline" in his potential star rating.
His ability to to command his stuff, location, or produce movement did not change. The abilities of all other ML SPs
did change and, therefore, the star ratings changed.
You may test this by granting human control to all teams and having human control over all roster moves, and then asking for scouting report. Because no AI moves will take place, there will be no discrepancies in the star ratings for any players between the profile pages and the scouting report pages.
