You can set the number of batters / pitchers the AI teams should carry in the league setup (assuming this is using OOTP 14).
Is the number of starting pitchers still set at a max of 6 in OOTP 14? If so, I don't think that would work well with your setup since starting pitchers would eventually be starting on only 2 or 3 days rest for the weekend games.
Any way, carry 15 batters and 15 - 17 pitchers. That should keep you covered.
