The way I am doing this is to set all players created by the league to be 12 years old with no draft and then go and delete all the 12 year olds......

I've done the exact thing olivers done, and I found it works fine without any crashes. However, when you load that particular saved game, OOTP overrides your draft settings. You need to reset it to zero every time you load your save, or at least check right before draft day.
