I can see that, but on the other hand, arguably if you're in commissioner mode you are intending from the start to control every aspect and thus league evolution is redundant. As the father of the league evolution idea (inspired by another game it should be said), it was intended for those who just wanted the story to unfold without any prompting on their part.
I can see your point that perhaps there is a place in between completely hands-off and totally hands on.

Disagree.
If you look at baseball history, you'll find that some of the changes almost happened, or could have happened, much earlier than they did. The idea of a DH, for example, goes back a very long way. Connie Mack had suggested in 1906 (he was not the first though). In the 1920s the NL proposed adding the DH several times but the AL rejected the idea. Players challenged the reserve clause several times but lost their cases; had thosee decisions been different, or had the players unionized more effectively and strongly earlier, free agency could have easily have been around sooner than it was historically.
There are two paths here: one which follows (roughly) the historical timeline and one which is more wide open. Perhaps that ought to be a selection unto itself as to how free-wheeling the changes raised by league evolution will be...
