Since the previous version of OOTP I haven't been able to make trades that result in my budget room being decreased. I have a positive amount and the trades don't put it in the negatives, but I still cannot make the trade unless it results in a gain or at least no change in my budget room.

Is this some bug, setting, or is there something about financials I just don't understand here?
