It's really a matter of opinion, so you're probably best to turn them on and see if you like what's happening.
Personally, I have them off because I think a few of them are silly. That's not a knock on the folks who worked hard to create them. Just simply my opinion. I hadn't seen any that severely affected market size or fan interest (and subsequently team budgets) like we were seeing in OOTP13, though.
