As of today, it appears that the cap
1) Cannot be disabled
2) Cannot be set to a level where it does not impact the ability to sign prospects, as those prospects scale their demands proportionally to the size of the cap.
It's frustrating, but I haven't seen anything about a plan to make this optional.
