It's the type of player that you want the game to create. See this post for more details.
- Default (a normal free agent that might be in the player pool for MLB or the minors)
- International amateur (a young international who has not played professional baseball yet)
- International established FA (a veteran international player who is established as a professional player but is a free agent)
- Independent leaguer (a player who is a free agent but is probably more of the calibre of the players in one of the independent minor leagues)

I must apologize for my impatience. I am getting older and grumpy. Also the question did seem more straight foward to me. So I apologize for any misunderstanding.
Doesn't the player quality and development menus do the same? Or does this selection send the players to other FA lists?
