If you want every player in your league to be making the league minimum, then you roll up your sleeves and be prepared to spend some time manually editing each contract.
There is no magic button in OOTP to do it.
When you hit the "Assign fictional financials" to teams, that will assign financials/contracts/etc based upon your leagues financial settings.
