The game generates contracts that make sense. Younger players are at league min or are heading into arbitration years.
Older players have existing contracts of various lengths.
As far as where they come from, there is a button under the financial option which will give every player a contract based on how you have your AI evaluation set up.
Upon initial fictional league creation the game will asses all of the players ratings and then give them a contract.
You can consider this to be a player true worth relative to other players in the league at his position.
I cannot say with 100% accuracy, but there might be a button under the league financial option which will reset all players service years and contracts to be league min or even minor league contracts.
