One of the great things about this game is that there's usually always some sort of workaround, but who likes that.

Just tried something different and it worked...
When you do the steps I posted previously the second time don't go to names and affiliations page yet. Set the Nation back to U.S. first. Then go to affiliations page and manually set each to to JPN and it works again..I got 100% japanese players
