Ok, I'm enjoying talking to myself here.
I think I've figured out the problem. The master.csv file in OOTP14 has his ID as YOUKIKE01, but all other .csv files have him YOUKLKE01. OOTP13's master.csv had his ID has YOUKLKE01. So, it looks like it was only changed in the master.csv. I'm guessing changing it back will fix the problems.
