Next I have to check the OOTP13 league for these same things and try to determine if it is my setup or something to do with OOTP14.

OK the below nuumber are from the 2nd run in OOTP14
I made the following changes
International Amateur FA reduced from DEFAULT(16) to FEW(8)
Independent league FA reduced from DEFAULT(3) to FEW(1)
established International FA reduced from MORE(10) to DEFAULT(5)
46 of Top 100 Prospects are from the Feeder Leagues
14 of the 40 ML Players from the Top 20 Hit and Pit are from Feeder Leagues
15 of the 38 Top ML hitters (by OPS+) are from Feeders
14 of the 38 Top ML Pitchers (by ERA+) are from Feeders
The numbers are better but still not to what I would want to see. I can only reduce the established International FA from DEFAULT to FEW, the other two are at their minimum settings.
I may have to look at altering my FEEDER league PCMs but I don't want to overdue that either. I want the league to be more dependent on the Draft.
