What I assume, but not sure, is that if that is unchecked the overall ratings is the true ratings, and if it is checked it is based upon scouting (which could has some errors), but I am a little confused.
2-I accidentally fired my trainer, and he is the only one in the available personnel list, he won't come back, will more trainers appear over time? In this case it isn't a big deal since I am only a week in, I can just start over, but just wondering.
3-Not a questions as much as an observation, I noticed the few times I have simulated a season there have been no post season awards. Is there a setting that I am missing. So far I have only done 2013 MLB seasons, nothing custom or historical yet.

I'm on the beta team and I don't even quite know what that AI eval option means.
But I'm about 85% sure it means this: in Game Setup, you can instruct the AI to evaluate players by weighting certain criteria: ratings, this year's stats, last year's stats, and two-years ago stats. The 'Overall Rating' is the rating in the top right of each Player Profile (either on a 5-star scale or on the 20-80 scale, depending on your settings). The game can take your ratings/stats percentages into account when working out that Overall rating, or it can base the Overall rating purely on a player's Contact, Power, Eye, Speed, etc ratings, and ignore stats altogether. I think that's what the option is meant to control.
New personnel will appear but you may need to wait a while. It's a bit odd though not to have any extra 'free agent' coaches or trainers floating around.
You will see awards, don't worry! They're given out a couple of weeks after the World Series ends. I'm pretty sure there's no way to even turn the awards off, so the only way to miss them was if you set your news subscription settings to 'my team only' or something - then you might not get the email about them.
