How is this going to be implemented, and is there evidence or data to back this up? For example, run a query on the best seasons in bb-ref's first base defensive numbers and everyone in the top 20 is between 6' and 6' 3". And it doesn't look like there's a big advantage to being over 6' 3" or a huge detriment to being 5' 10" or 5' 11".
And beyond that there aren't too many really short or exceptionally tall first basemen. In fact it looks like there have been better seasons by guys in the high 5' range than 6' 7" or 6' 8".
