Easily. I did this in test league on 13 when it 1st came out.
This is how I did it. Start with what year you want, say 2000. Do the rest of your game options and start the league. Before the draft go to League setup. and create a new league call it the National League and put a few fictional teams in it the way it does when you start a new league. Go back to league setup Edit League Structure. Move all the real Nl teams to the new NL, delete the fictional teams.. Rename the original AL and then associate them. Should be good to go. I will run a test of this myself since i have not done this in almost a year. What year did you want to start with so maybe i can just upload it for you.

Missed the FA question. i have not tried that but yes it would work if you get rid of the Ammy draft and click teh button for rookies as FA's
