What I am trying to do if I decide to get the game is to create a league(s) that all players that have ever played can be a part of the league.

If you are trying to put all the players that have ever played MLB into one league it would take some time but it can be done.
OOTP 13 has a mass import function now where you list a players ID (baseball ref shtml) and the year you want them to start from in a notepad file and then you can import them all into Free agents or the draft. My most recent Ammy Draft was this:
mcgwima01,1986
maddugr01,1986
finlest01,1989
nettlgr01,1967
dawsoan01,1976
vaughgr01,1989
hundlto01,1990
wunscke01,2000
hornsa01,1987
harriga01,1955
I have one defunct league where I imported 600 players at one time. it was a league of some of the members favorite players from their favorite team. So some players were from the 20's most were from the 1980's thru today.
13 & 14 also has a random debut feature. You can start a historical league from any year and have players from 1871 thru 2012 on it.
My 1901 White Sox has 37 Yr old Ty Cobb 20 yr old Mays, 28 yr old grace, etc. The Ammy draft will be rookies each year from any year. You can also do the same for fictional leagues but it's easier to implement starting with the Ammy draft.
