Always dead-last in development

I always make a point of spending above league average on development and scouting and try to hire the best scouts across the board for scouting director. but without fail I end up last or next-to-last in the minor league development rankings. I have no clue what I'm doing wrong other than having bad drafts, but I assume my scout with excellent scouting ratings wouldn't leave me completely wrong on all drafts. Does Minor League coach staffs play a major role in this? should i focus more on higher awesome MiLB coaches? Any help here would be appreciated.
