You have 2 licenses, so if you haven't already used both of them, just install 13 to your new computer. Then copy over your saved games and any mods you might have (logos,pics,ballparks, etc.) to your new install and you should be good to go.
If you already used both licenses, you need to release one of those first. Then do as above.
