I just had another thought in this regard. The scout's pertinent rating (majors vs. minors, based on higher % of PA/IP for the player during the previous season) could be used to generate an error bar for the projections, so that while an Excellent scout may have an error bar of +/- 5%, a poor one may be +/- 15%. Something like that anyway. It would help make the scouts matter.

(Even better would be adding a new attribute called "analytics" or something like that, but I'd imagine it's too late to add something like that at this stage)
