This assumes the user only takes on the GM role. In reality there's also the owner and field manager roles, and users can take on parts of these roles if they so wish.

Ideally, OOTP would delineate the three main roles: owner, general manager, and manager. The user could elect to take on only one of these roles, and then hire AI personnel to do the others. It might be fun to just be the owner. You set the budget and see how the team does. You could decide to be a hands-on, interfering owner and demand your manager play or sit certain players, or insist your GM trade a player you don't like. Or you could be the GM and have to deal with such an interfering AI owner. Or maybe you're lucky and you've got a generous, hands-off owner. Or maybe you're working for a penny-pincher who wants a certain profit every year. And so on.

Of course, being OOTP, the user can always elect to take on two or even all three roles if they wish.
