Maybe. But if it boils down to spending a significant amount of programmer time on ultimately refining a useless and subjective stat, then that programming time is being wasted.
Anyone who wants a non-subjective version of that stat should use R/9 instead.

According to OOTP itself, OOTP MLB play (modern and historical) outnumbers OOTP fictional play three to one.
