All these guys have it right, including Bluenoser who advises trying out the demo. If you like it, though, I would get OOTPB 13, now. Here are two more reasons:

Gloomy Gus that I am, I fear each new version in a way: Someday, I think, it will be an iPhone and iPad app ONLY. Tiny screen version, you know? SO I am holding on to my laptop and each version of OOTPB that works on it. Version 13 is really, really solid. Also, I fear a Steam-only game in the future, though I dread that less these days; still, I think someday Steam will not work for laptops, either.
More with it, more optimistic than that? Good! So, here's the other reason: Each version of this game (with one exception) has been better than the last. For a discounted price, you can download this game now, learn it, and be prepared for the enhancements that version 14 will bring. Otherwise, you will have to wait and dive in with even more bells and whistles to get used to!
