I'm just guessing, but it wouldn't surprise me if a lot of those non-playable leagues are junior and minor North American leagues. The leagues players will participate in on the road to the Canadian Hockey League.
I'm betting that'll also include the non-playable European leagues though, as well as the second-tier/minor league versions of the playable European leagues.
