Oh, wait... if you're looking to create international football in OOTP then you're not going to be able to do that. There's no concept of transfers, and you can't have players assigned to multiple teams. If you're looking to create national teams, like the Dutch playing the Germans or Spain versus Portugal, then you can only do that with ridiculous amounts of micromanagement control over EVERY roster on EVERY team. In other words, you can't do it. If you're looking to have a higher level league that players "graduate" to, you can kind of do that... but don't expect an international football experience.
